For Dynamic Desktop to work, you must select one of the supported backgrounds and ensure it is set to Automatic. Some options will change colors multiple times throughout the day, while others have a simple day or night theme that they will switch between. To change the default wallpaper, go to System Preferences > Desktop & Screen Saver and choose the Apple folder to select from a collection of backgrounds that support different color themes.
